AGROBANK PENYALUR DANA-DANA KERAJAAN DAN MEMBIAYAI INDUSTRI BURUNG WALIT

PRESS

RELEASE

TARIKH: 26 MAY 2010

AGROBANK AS A GOVERNMENT FUND AGENT AND FUNDING THE WALIT BIRD INDUSTRY

KUALA LUMPUR, 26th May 2010 – Agrobank today held a press conference aimed at explaining its financing facilities to the public as well as to give updates on the current status of financing activities through government funds channeled by Agrobank.

With its vast experience in agriculture financing and as the agent appointed to channel government funds for the purposes of development, Agrobank actively plays a proactive role in supporting Small Medium Enterprise (SME) in Malaysia. Agrobank to this day carries on the same roles and responsibilities since the Skim Program Pembangunan Rakyat Termiskin (PPRT) was introduced in 1990, through schemes offering attractive financing packages which are able to assist entrepreneurs in improving productivity in their projects/businesses.

As decided and agreed upon in the Specific fund rationalization meeting for Small and Medium Enterprises (SME) on 9 October 2009, the Ministry of Agriculture & Agro-Based Industries (MoA) combined all funds given out by the MoA under the agri-entrepreneurs loan fund.

The main objective of this merger was to improve the delivery system of funds and reduce overlapping as well as public confusion relating to the Small and Medium Enterprises (SME) fund. Besides this, funds under the Ministry of Finance (MoF), Ministry of plantation industries & commodities (KPPK) and the Youth & Sports Ministry (KBS) have retained their names.
(Please refer to Attachment 1 for information on Government funds)

According to Datuk Ahmad Said “SME is the backbone of the Malaysian economy while the products and services offered by Agrobank can heighten entrepreneurial ability to face the current ever-challenging economic climate.

Agrobank has been a corporatized financial institution since April 2008 and offers financial services by focusing on the sectors of agriculture and agro-based industries.

Fund For Food (3F)

Besides this, in order to overcome the economic downturn, the government took certain steps to strengthen the economic base and stabilize the financial market by bolstering balances of payment, increasing export competitiveness, reducing imports and encouraging the use of locally-produced products.

Various efforts were carried out in order to ensure more viable individuals or companies could enjoy financing facilities such as the Fund for Food (3F). 3F was created to encourage new investments in the production of the country’s primary food production, processed foods and increase marketing efficiency in order to reduce food imports.

The 3F initially targeted individuals or groups of individuals which had been incorporated and carried out manufacturing, processing, and marketing as well as food service activities.

The first fund was launched by Bank Pertanian Malaysia (at the time) in 1993 and the total allocations received from Bank Negara Malaysia then amounted to RM152.5 million. As of 30 April 2010, Agrobank managed to approve financing amounting to RM2.243 billion to 12,404 borrowers.

During the RMK-9 (9th Malaysia Plan: period of 2006-2010), Agrobank received RM1.0 billion with surplus of RM300.0 million still pending approval from the Ministry of Finance (MoF).

The Walit Bird Industry

Besides this, the main focus of the press conference also included financing facilities relating to the walit bird industry which is fast gaining popularity and reaps great rewards for the entrepreneur.

The walit industry is not new in Malaysia, but over the past few years the harvesting of these birds' nests has been conducted on a commercial scale with lucrative results. In just over a decade, its entrepreneurs have explored new methods and technologies relating to this industry in order to increase production. It is an environmentally-friendly form of plantation based on the green industry concept.

In Malaysia, the walit birds' nest has become one of agriculture's primary commodity exports. This industry is expected to increase as entrepreneurs and the public improve their knowledge on this industry.  Raw walit birds' nest per kilogram is estimated to range between  RM3,000 - RM7,500 while the processed version can fetch up to RM10,000-RM18,000. The harvesting of these birds’ nests is also now among the largest among the South East Asian countries besides Indonesia. The market demand for birds’ nest comes mainly from Asian countries such as Taiwan, China, Hong Kong and Singapore.

In general there are no special funds or products created specifically to finance the walit bird industry in Malaysia. However, Agrobank has approved loans to fund such projects through relevant government and commercial funds.

“In April 2010 the government through the Ministry of Agriculture and Agro-Based Industries  (MoA) allocated part of the low-cost funds amounting to  RM67.7 million specifically to fund projects relating to the walit bird industry” added Ahmad Said.

He added, this large allocation of funds would help walit bird entrepreneurs and the members of the public who wished to participate in this lucrative industry.

The ceremony were officiated by the Minister of Agriculture and Agro-Based Industry, Y.B. Dato’ Seri Noh bin Haji Omar.
